The FiveM terms do not mention PC checks. As of 2026-11-06, the Creator Platform License Agreement and Rockstar's Terms of Service, Community Guidelines and Mod Guidelines neither ban nor approve them by name. They do make a server's admins responsible for following data protection law, so the practical questions are consent and what happens to the player's data.
This is not legal advice. It is a plain reading of those texts by Ocean Anti-Cheat, a forensic screenshare tool for game server staff, so we have a stake in the answer. If your server needs a firm one, ask a lawyer in your country.
What the FiveM license says
fivem.net/terms opens the Creator Platform License Agreement, last updated Sept. 10 2026 and read here as of 2026-11-06. It is an agreement between you and Rockstar Games, it covers FiveM and RedM, and it brings in Rockstar's Terms of Service and Community Guidelines. The words "PC check", "screenshare", "anti-cheat" and "scan" do not appear in it. These clauses matter for a PC check:
- Sections 1.4 and 4, responsibility. Section 1.4 defines a Server Admin as "a user who operates or assists in the operation or administration of a Custom Server". Section 4 makes that person responsible for "ensuring that the Custom Server complies with all applicable laws, rules, and regulations, including without limitation, those related to the processing, protection, and privacy of personal data".
- Section 2.2, restrictions. You may not use the Creator Services in a way that "violates the rights of any third party, any applicable law, rule, regulation, or the Agreement".
- Section 2.3, no endorsement. It says that "nothing in the Agreement means that Rockstar approves, sponsors, or endorses any individual Custom Server", and you may not suggest that your server is official.
- Section 5.2, unauthorized providers. Rockstar may name third-party service providers as unauthorized and "reserves the right to prohibit your use" of them. The section's examples of providers are e-commerce, payments, hosting, asset marketplaces and video platforms, not PC check tools, but those designations can change at any time.
- Section 8, disputes. "Rockstar has no obligation to resolve, or support the resolution of, any dispute" between a user of a Custom Server and its Server Admins.
What Rockstar's terms say
The Rockstar Games Terms of Service, last updated February 28, 2025, the Community Guidelines, which show no date, and the Mod Guidelines, dated September 10, 2026, all read as of 2026-11-06, name cheats but not the checks that look for them.
- Section 6.3 of the Terms of Service bans gaining an unfair advantage, including "the use of cheats or so-called “mod menus”, unauthorized mods, hacks, glitches, or any other technical exploits". It also bans using the Services to distribute material that "violates or invades another person’s privacy".
- A later rule in Section 6 bans "any bug, glitch, exploit, cheat, “mod menu,” hack, script, bot, unauthorized mod, or other methods that interact with the Services resulting in a breach" of the agreement, including methods "that collect information or user data".
- The Community Guidelines define cheating as "Gaining an unfair advantage by using cheats, exploits, hacks, or other third-party software" and bar "Sharing other players' personal information, such as contact information".
- The Mod Guidelines say: "Do not create, share, or use cheat menus or other software that interferes with Rockstar Games’ official multiplayer, online services, or licensed Creator Platform."
That rule on methods that collect user data is the open question. The terms do not say whether a scanner that a player runs outside the game counts as a method that interacts with the Services. Ocean runs as its own program, not inside the game, and it reads the state of the game's processes. We cannot tell you where that line falls, and none of these texts settles it.
The license also lets Rockstar add other policies over time, so check for new ones before you set your server's rules.
What follows for server staff
You are responsible for the server. Section 4 has no exception for the tools you use. Ocean's privacy policy names Ocean as the data controller for what Ocean collects, and that does not take section 4 off your hands.
Be open about consent. None of these texts sets a consent rule for PC checks, but data protection law where the player lives can. With Ocean, the player starts the scanner with a pin and accepts its terms, and Microsoft Sysmon is enabled only with their explicit consent. On your side:
- Write PC checks into your server rules before you use them: when you ask for one, who reviews it and what happens if a player refuses.
- Tell the player what a scan reads before it starts, and send them the privacy policy, which lists every item, including the desktop screenshot taken when the scan starts.
- Mind the age limits in that policy: users under 13 are not allowed, users from 13 to 17 need verified parental consent, and in the EU, EEA and UK the minimum is 16 or the local age of digital consent.
Keep the report private. Do not post a player's scan where others can read it. The Community Guidelines bar sharing other players' personal information, and Ocean's terms treat scan results as confidential to licensed customers and can suspend an account that shares pins or results for anything but a real screenshare. Screen captures are deleted after 21 days, and a scanned player can ask for their data to be removed.
Do not call the check official. Section 2.3 bars suggesting that Rockstar backs your server, so never tell a player that Rockstar or Cfx.re requires or approves a check.
Have your own appeal process. Section 8 means a dispute over a ban stays between you and the player.
For the check itself, read how to PC check a player on FiveM. Players start from the downloads page.

Frequently asked questions
Do the FiveM terms ban PC checks?
Not by name. As of 2026-11-06, the Creator Platform License Agreement and Rockstar's Terms of Service, Community Guidelines and Mod Guidelines do not mention PC checks, screenshares or scanners. That silence is not permission either, and one clause on methods that collect user data leaves an open question.
Have Cfx.re or Rockstar approved PC check tools?
None of those texts approves a PC check or a PC check tool, Ocean included. Never tell a player that a check is official or backed by Rockstar or Cfx.re.
Can a FiveM server force a player to do a PC check?
Those texts give staff no power to force one and set no rule against asking for one. With Ocean the player starts the scanner and accepts its terms. A server's own rules say what follows a refusal, and the law where the player lives can limit those rules.
Who is responsible for a player's data in a PC check?
Section 4 of the license makes a Server Admin responsible for making sure the server follows the laws on personal data, with no exception for the tools it uses. Ocean's privacy policy names Ocean as the data controller for what Ocean collects.
Will Rockstar step in if a player disputes a PC check ban?
Section 8 of the license says Rockstar has no obligation to resolve disputes between a server's users and its Server Admins, so your server needs its own appeal process.
